The Affordable Care Act (ACA), also known as Obamacare, was enacted in 2010 with the goal of improving access to healthcare and reducing its costs. The ACA contains numerous provisions that are aimed at achieving these goals, some of which I believe will have a positive effect on improving healthcare outcomes and reducing costs.
One of the key provisions of the ACA is the expansion of Medicaid, which provides health insurance to millions of low-income Americans. According to a study published in the New England Journal of Medicine (Raphael, 2017), expanding Medicaid coverage has led to an increase in the number of people with health insurance, which in turn has led to improved access to care and better health outcomes. For example, the study found that Medicaid expansion was associated with an increase in the number of people who received preventive care, such as routine check-ups and screenings for cancer and other chronic diseases. This increased access to preventive care is likely to lead to early detection and treatment of health problems, which can improve health outcomes and reduce costs over the long term.
Another provision of the ACA that I believe will have a positive impact on healthcare outcomes and costs is the creation of the Center for Medicare and Medicaid Innovation (CMS), which is tasked with testing and implementing innovative payment and service delivery models. According to a study published in Health Affairs (McWilliams et al., 2019), CMS-led payment and delivery system reforms have already shown promise in reducing costs and improving quality of care. In addition, the ACA also includes a number of provisions aimed at improving the quality of care and reducing medical errors. For example, the ACA established the National Quality Strategy, which is tasked with setting national priorities for improving health and healthcare quality, and the National Patient Safety Foundation, which is responsible for promoting patient safety and reducing medical errors. These provisions are important because medical errors are a leading cause of death and injury in the U.S., and improving the quality and safety of care can help to reduce costs and improve health outcomes.
In conclusion, there are several provisions of the ACA that I believe will have a positive impact on improving healthcare outcomes and reducing costs. While the ACA is not perfect and there are still challenges to overcome, these provisions have the potential to improve access to care, reduce costs, and improve the health of millions of Americans.
